The WHO recommends the primary target population for HPV vaccination to girls aged 9–14 years, prior to becoming sexually active. To prevent cervical disease, vaccination strategies should initially prioritise high coverage in this priority population. 

The virus is also associated with other morbidities affecting men as well as women (e.g. anogenital warts, penile, anal and oropharyngeal cancers). There is evidence suggesting that vaccinating boys and men against HPV is beneficial in preventing these HPV-related conditions in the male population. Immunocompromised individuals, including those who are living with HIV, should also receive the vaccine. If resources are available, countries may wish to consider time-limited catch-up vaccination of girls who are older than the target age group but who may still benefit from vaccination.
