Estonia outperforms the other Baltic countries scoring 74.7% in the 2020 Contraception Atlas, being placed in the second-best performing category. This is due to good availability of online information on the different methods of modern contraception that is provided by the Estonian Sexual Health Association, supported by the Health Insurance Fund, as well as a Norwegian grant. The country, with a population of 1.3 million, offers reimbursement for contraceptives at 50% of the price, and can reach 75% if they’re prescribed for treatment reasons. Estonia has a general prevalence contraception rate (57%) close to the modern contraception rate one (52%) and an adolescent birth rate of 11 adolescent births per 1000 births.
Recommendations:
- While the level of contraceptive reimbursement is high compared to other countries (up to 75% for treatment reasons), Estonia should focus on reimbursing a wider range of different types of modern contraception and for all women of reproductive age.
- Estonia should aim at ensuring the availability of highly trained specialists as well as the availability of free contraception supplies in rural areas.
- Schemes for reimbursements for specific population groups, such as adolescents and vulnerable groups, should be ensured, as well as, education to destigmatise contraceptives.
